Haley Franco works on transactional and federal energy regulatory matters on behalf of generation developers, independent power producers, investor-owned utilities, private equity funds, institutional investors, and power marketers. She assists clients with regulatory issues related to the development, ownership, and operation of renewable and conventional electric generation facilities. Haley also assists clients with obtaining all necessary regulatory permits and approvals from the Federal Energy Regulatory Commission (FERC) prior to commencing operations or consummating transactions.

Haley regularly works with clients on general compliance matters related to qualifying facility status, exempt wholesale generator status, and market-based rate authority, including market power analysis and compliance with eTariff and Electric Quarterly Report requirements. Haley conducts federal regulatory due diligence and assists clients in obtaining FERC approvals related to the purchase and sale of electric assets. Haley helps clients navigate RTO/ISO market participation rules.

When Haley is not assisting clients, she enjoys travelling and cooking.
